Meet the Team

Sander Engineering prides itself on providing experienced and qualified project management and support staff. Most of our staff has been with the company for many years and each individual has proven his/her knowledge and abilities on numerous infrastructure projects. Additionally, each year our managers, engineers and technicians undergo additional training to improve our management, coordination, technical and interpersonal skills.

The firm has available to it a full range of highly qualified engineers offering expertise in areas such as hydrology, detention, geotechnical investigations, structural and electrical engineering, traffic signalization, water, sanitary, drainage, paving design, architectural design and engineering services during construction. Over the years, Sander Engineering has fostered relationships with many of the most reputable subconsultants, i.e. survey companies, geotechnical services, etc., in the Houston area and have teamed with these firms to complete many projects.

In addition, Sander Engineering offers experienced engineering services for project cost estimating, feasibility studies, subdivision platting, product evaluations, construction management and review, permitting and representation before governmental agencies. Sander Engineering has an excellent reputation for meeting our client's needs. Our staff, along with those of our subconsultants, are highly experienced and have proven the ability to provide accurate and reasonable schedules, can forecast and mediate schedule pitfalls and complete projects within those schedules. Our references will confirm that we have an excellent track record of meeting our schedules and completing projects within budget.

Dennis W. Sander, P.E., R.P.L.S

Since the company's founding in 1971, Mr. Sander has been Owner and President of Sander Engineering Corporation. Mr. Sander is a registered professional engineer (Texas License #30647) and a registered professional land surveyor in Texas, and has over 48 years of engineering experience in civil and municipal projects. Mr. Sander has designed water and wastewater facilities, drainage and flood control facilities, streets, major thoroughfares, bridges, and master planned communities. Mr. Sander is a graduate of Texas A&M University and a strong supporter of many engineering organizations. He is currently serving on the Board of Directors of the Houston Council of Engineering Companies and the Harris Galveston Subsidence District.

Erik D. Miller, P.E.

Erik is a registered professional engineer (Texas License #71057) and has over 30 years of engineering experience relating to infrastructure design and construction. He has designed water and wastewater facilities including small and large diameter water lines and sanitary sewers, lift stations, force mains and wastewater treatment plants. He has prepared numerous engineering reports evaluating sanitary sewer collection systems and water distribution systems for the City of Houston, City of League City, City of Sugar Land, and numerous Municipal Utility Districts. Erik served as the construction manager for a large engineering firm in Houston overseeing the construction and rehabilitation of numerous lift stations and water/wastewater treatment plants. A graduate of University of Houston, Erik has spent his entire career in the Houston area. Erik has been a part of the SEC team since 2002.

William (Bill) T. Manning Jr., P.E.

Bill is a registered professional engineer in Texas (Texas License #80640) and a Class "A" Wastewater and Grade "A" Water certified water utilities operator in Texas. He has 31 years of experience in the design, construction, maintenance, operation, startup, testing, evaluation, and troubleshooting of water and wastewater facilities for both municipal and industrial applications. Bill has worked for private construction, operations and engineering firms as well as the City of Houston, Texas Water Commission, and the Texas Natural Resource Conservation Commission (“TNRCC”, now Texas Commission on Environmental Quality). Bill is a graduate of the University of Texas and has spent most of his career in the Greater Houston area. Although having only been employed by SEC for the past couple of years, Mr. Manning has been working closely with SEC since 1995 as a principal for Manning Engineering Corporation.

Jeff Peña, P.E.

Jeff is a registered professional engineer in Texas (Texas License #99209) and has over 20 years of design and construction experience in municipal and land development projects in Harris and surrounding counties. This experience includes water distribution, sanitary sewer collection, sanitary sewer lift stations, water plants, paving, detention, drainage and residential/commercial development. Mr. Peña has designed wells in the unregulated Catahoula aquifer as an alternative source of water to the Gulf Coast Aquifers. He has designed numerous water plant improvements, including conversions to chloramines disinfection, permanent storm water features for numerous developments and has prepared storm water management programs for several cities and obtained Multi-Sector general permit coverage and Municipal Separate Storm Sewer System general permit coverage. Jeff has assisted municipalities with long-term infrastructure planning projections, bond application reports and budgets. He is a graduate of The University of Houston and has been a part of SEC for 3 years.

Rene G. Hurtado, P.E.

Rene is a registered professional engineer in Texas (Texas License #124741) and has over 8 years of experience in the infrastructure design and construction field. His experience ranges from water and waste water to structural related engineering services and applied towards designing, planning, estimating, and supervising. He has worked in various infrastructure projects including the design of lift stations, booster pump stations, ground storage facilities, water lines, sanitary sewers, and waste water treatment facilities. He is also involved in transportation projects requiring the design of structural members for bridges and the evaluation of the destress condition of roadways. Rene obtained a Bachelor's Degree in Civil Engineering and a Masters of Engineering in Civil and Environmental Engineering from Southern University and A&M College in Baton Rouge, Louisiana. Upon completion of his Master’s Degree. Mr. Hurtado moved to Houston and has spent most of his career in the Greater Houston area. Rene joined the SEC team in September of 2018.

Luis Reyna, Senior Civil Designer

Luis has more than 30 years of experience as a design technician and in the senior Civil Designer at Sander Engineering Corporation. He has considerable experience with design and layout of water, wastewater, drainage, and paving facilities. Mr. Reyna has extensive experience with local and county permitting/approval processes, utility research, quantity take offs, cost estimating and surveying. Luis has been a part of the SEC team since 1994.
